Reason for Defeat:
As per E-Fault 16674 (from 2024-01-24 12:07:12):

EHCD:FPV01 has a network controls communication issue showing the following interlocks: EHMC:01 on, EHCOX01 on, EHCBX:T607>10% as engaged. Those interlocks should be off since in actuality the interlocks have are fulfilled. As a result, in order to use the valve, interlocks has to bypassed. Julie Cho and David Kishi has done some initial investigation and deduced it is some sort of controls communication issue. Note this defeat is being created after the fact.
